今日是元朗 7.21 襲擊一年,警方下午在 fb 發文,指留意到有人呼籲,今日到元朗一帶聚集,重申未經批准集結有機會違反《公安條例》下的參與未經批准集結罪,最高可判監 5 年,亦有可能違反限聚令,指警方不會容忍違法行為,會因應現場情況果斷執法,包括票控或拘捕。
警方又指,明白公眾關注去年 7.21 元朗站的「嚴重暴力事件」,新界北重案組一直「鍥而不捨」調查,至今拘捕 37 人,當中 7 人已被控參與暴動及串謀有意圖而傷人等,強調警方調查部署「積極進行中」,現階段不適宜透露太多細節,但承諾會徹查到底,「待時機成熟,便會作出進一步拘捕行動」。

警方留意到有人呼籲今日(21日)到元朗一帶進行公眾聚集。警方重申,進行未經批准的集結有機會違反《公安條例》下的「參與未經批准集結罪」,一經定罪最高可被判處監禁5年。此外,有關行為亦會增加病毒在社區傳播的風險,及有可能違反《預防及控制疾病(禁止羣組聚集)規例》訂明的進行受禁羣組聚集的相關罪行。
警方明白公眾對去年7月21日於元朗西鐵站發生的嚴重暴力事件的關注。警方重申,新界北總區重案組一直鍥而不捨調查此案,至今已有37人被捕,年齡介乎18至61歲,當中7人已被控以參與暴動及串謀有意圖而傷人等。由於部分案件已交由法庭審理,警方的調查及部署亦在積極進行中,警方現階段不適宜向外透露太多細節,但警方承諾會徹查到底,待時機成熟,便會作出進一步拘捕行動。
疫情嚴峻,為己為人,市民應儘量減少社交接觸和保持適當的社交距離,以減低感染和傳播病毒的風險。警方呼籲市民同為保障公共衞生、公眾安全出一分力,避免參與任何羣組聚集及未經批准集結。警方絕不容忍任何違法行為,會因應現場情況果斷執法,包括進行票控或拘捕。
The Police notice that some people have been calling on members of the public to take part in unauthorised assemblies in Yuen Long today (July 21). The Police reiterate that anyone participating in such events may have committed the offence of “taking part in an unauthorised assembly” in accordance with the Public Order Ordinance and be liable to a maximum penalty of five years’ imprisonment. Besides, engaging in public gatherings will also increase the risk of transmitting the virus in the community and may commit certain offences under the Prevention and Control of Disease (Prohibition on Group Gathering) Regulation regarding prohibited group gatherings.
The Police fully understand the public’s concern about a violent incident that took place in the Yuen Long MTR station on July 21, 2019. The Police reiterate that the New Territories North Regional Crime Unit has all along accorded high priority to the case. As of now, 37 persons aged between 18 and 61 have been arrested. Among them, seven have been prosecuted for “Rioting” and “Conspiracy to Wound with Intent” etc. Since some of the cases have already been brought to court, and that Police investigation and relevant planning have been ongoing as well, it is inappropriate for the Police to disclose too many details of the case at this stage. However, the Police pledge to thoroughly investigate the case and make further arrests when the time is ripe.
Given that the ongoing pandemic is showing no signs of slowing down, members of the public should cut down on social gatherings and practise social distancing, to reduce the chance of contracting or spreading the virus. The Police call upon everyone to refrain from taking part in prohibited group gatherings and unauthorised assemblies, for the sake of public health and public safety. Having zero tolerance for any illegal acts, the Police will resolutely enforce the law when necessary, including issuing summonses and making arrests at the scene.
